Using a mortar and pestle, grind together the garlic and chillies to release the flavours.
In a small fry pan, place about ó cm of oil in the bottom of the pan. Heat on medium heat, then cook each rice paper wrapper, about 15 seconds each, set aside.
Using a wok, heat 3 tbsp vegetable oil until hot, add the garlic and chilli mixture, cook for 20 seconds.
Add in chicken and snow peas, stirring continuously for 4-5 minutes. Then add oyster sauce, light soy, sugar and dark soy, stirring for 30 seconds.
Finally, add the basil, mix until basil is wilted, about 20 seconds. Serve with crispy rice paper and extra chilli if desired.
